Policies & Services
HCTC Libraries provide library and information services, along with resources, in support of the mission and goals of the college.
These services and resources complement the college’s focus on learning, self-development, leadership and community enhancement.

Community patrons are always welcome to use HCTC Libraries!
Please note that some service exclusions may apply. See library staff for details.
Cellphone Charging Stations
We have charging towers at both library locations to charge your cellphone or tablet while on campus.
The charging towers have charge ports for both Android and Apple devices.
Just plug in and charge up!*
*Library staff are NOT responsible for watching patrons’ personal items.
Checking out Materials
Books (Stacks, Oversize, KY/Appalachian)
Limit 3 for two weeks.
Graphic Novels & Paperbacks
Limit 3 for two weeks.
Magazines
Current issues of magazines cannot be checked out, but articles may be copied. See Copying/Printing/Scanning for more info.
Older magazine issues may be signed out at the circulation desk. Checkout is limited to one week. (Stephens Library only)
Audiovisuals
Audiovisual aids such Audiobooks, DVDs, VHS, and more are available.
Audiobooks are also available in Cassette and Compact Disc formats. These can be checked out for two weeks.
VHS/DVDs cannot be checked out by community patrons, but can be viewed in the library.
Children's Policy
Children are always welcome in HCTC Libraries!
Both HCTC Libraries have Children's, Juvenile and Young Adult level print materials, along with Graphic Novel collections.
Children ages 16 and under must be accompanied by an adult while in HCTC Libraries*.
*Please be aware that Library Staff are not responsible for providing supervision of children.
Computers & Wi-Fi
Community patrons may use library computers on a temporarily assigned basis.
Please show photo ID at the circulation desk to receive a temporary user log-in account to use a library computer.
All KCTCS computer-use policies apply.
Community patrons will need to bring a USB flash drive with them to save their work.
Free Wi-Fi is available in both HCTC Libraries. Just log on to the 'KCTCS-STUDENT-GUEST' network with your personal device.
Copying, Printing, Scanning & Faxing*
HCTC Libraries have photocopiers and printers for community use.
Community patrons have very limited copying/printing capabilities.
Patrons can scan documents into PDF format to be sent electronically via email.
Virtual Fax services are available.
Please ask for assistance at the circulation desk for help with all of your copying, printing, scanning, or faxing needs.

Library Closing Info
HCTC Libraries will be typically only be on a delayed opening or closed when all HCTC campuses are delayed or closed.
Any cancellations or closing affecting only HCTC Libraries will be shared on our "About Us" page.
You can find out about all of HCTC's campus delays and closings by following all of the college's social media accounts or through select media outlets. The media outlets HCTC sends delay/closure info to are listed at the link below.
We are also closed on most National Holidays. Find out the KCTCS Holiday Schedule HERE.
Recommend a Book, Magazine or Audiovisual
Use the Recommend a Book or Other Resource form to place a request for a specific resource to be added to the library.
Registration for a Library Card
All first-time patrons are registered and issued a free library card.
All ages are welcome, but children ages 16 and under require a parent/guardian's signature to apply for a library card.
Your library card must be presented each time you check out library items.
To apply for a card, you must provide your name, mailing address and phone number.
Community patrons must present a valid photo ID at the time of registration.
Replacement cards cost $3.
Restrictions for Copying/Scanning
WARNING CONCERNING COPYRIGHT RESTRICTION
The copyright law of the United States (Title 17, United States Code) governs the making of photocopies or other reproductions of copyrighted materials.
Under certain conditions specified in the law, libraries and archives are authorized to furnish a photocopy or other reproduction. One of these specified conditions is that the photocopy or reproduction is not to be "used for any purpose other than private study, scholarship, or research." If a user makes a request for or later uses a photocopy or reproductions for purposed in excess of "fair use," that user may be liable for copyright infringement.
This institution reserves the right to refuse to accept a copyright order if, in its judgment, fulfillment of the order would involve violation of copyright law.
